noise behind dash?

i have a 2000 psd, and for the last few days, when the truck is off and the key is out, there is a rattling noise, or buzzing noise off and on or constant behind the lower section of the dash, so i pulled the bottom part of the dash off and there is a little fuse block like piece, pulled the cap of and there is 2 little relays and one big blue one. The big blue one is the one that was makin all the noise, pulled it out and it stopped, the only thing i noticed that wasnt workin was the turn signals and flashers didnt really drive it yet to see if anything else was not working. Any ideas what the relay is or where i might start to solve the problem?

It's definitely a flasher relay & it sounds like it needs to be replaced. They do go out from time to time & your local autoparts store probably carries one.
