Cicking and humming

My problems started with the o/d light not working, troubleshot it to broken wire in steering column. but even before I could replace shifter with new wires started getting a clicking noise out of my #1 relay(interior lights) under dash and the truck wouldn't start. So I disconnected batteries, and went to go buy a new relay. Installed new relay and at same time replaced gear shifter with new wiring harness(o/d problem). Went to connect battery and awful humming and chattering/clicking noise under dash. So I thought maybe something not right about what I had done with column. Tore it apart again, tried again, still all the noise this time with some sort of chiming like the glow plug buzzer. So then I take out the ignition and reconnect battery to see if it was something I did when I took out the ignition to get cover off column. no buzzing or clicking but under hood there was this noise like a pump running with no fluids in it. Put ignition back in and back to buzzing/clicking noises. Add to all of this now it is about 30 degrees out so I have to get it fixed asap or I will be in a world of hurt as they are calling for snow today. Any thoughts on what it could be would be greatly appreciated.

When it doing that, turn on the Hazards and see if it stops.

If it does, replace the Mulit-Function sw (turn/wiper/highbeams)

I will try that when I get home and let you know. I have had troubles with the wipers not shutting off right away for a while now, so that sounds like that might well be the source. Thanks.
