un known switch whats it do?

On my 2000 f350 xlt when ever the head lights are on you can pull back on the switch, only when the head lights are on... whats this for foglights (dont have em)

why can it only be pulled back with the headlights on

It's the same on other cars too, I think it's so you can't accidentally leave them on. Actually I don't have fog lights, I have the driving lights. You have to pull out on the switch to turn them on. However if the switch is in the "auto" position the driving lights will illuminate during the daytime when the engine is on.
