Question obII sensor

Hi I am new to this site and hope somebody can help me out. I have an 03 7.3L F250 and the lower cigarette/power outlet is not working. I also went to plug a superchips programmer into the obII sensor and it is not working. My thought is fuse but can not figure out which one it is and dont have an owners manual. If anyone can help your advise is appreciated...

pull out all of them and see if any are blown, just put them back in the same holes. There is a place on here someplace that has the 'map' of the fuse box. I am sure more people will chime in.
