No parking lights, interior dash lights, blower only works on defrost and more?

Hey everyone, just got my project truck and have a few questions since its my first Super Duty. Just picked up a 2000 CCLB 350 4x4 with 130K on it for an good price at 5900 bucks, but it's got a few funny issues. I was searching and running over the internet and I found a single thread discussing a vacuum pump shorting and causing the issues I have, but I wanted to check with everyone and see if there's any more input on the subject or if it's a common thing.

The issues include, no parking lights, but the rear parking lights(Dim tail light setting) are on all the time. The blower only works on the defrost setting, the interior illumination lights aren't working at all, and the power locks act like they're locking...make the noise, and never lock. I bought it from the original owner and he said it just started acting funny one day and he drove it so little he just left it since it still drove fine. The headlights, dome light, brights, brake lights, and turn signals work fine. I've checked every fuse both under the hood and in the cab and haven't found a bad one yet. I have not tested the relays since I didn't see one that covered all the things messing up. Any idea's? It does have keyless entry if that makes any difference, and it has the same lock issue, but does cause the dome light to come on and go off correctly.

Side note, not related to interior, but the front springs on my truck are almost flat, I assume they're not supposed to be that flat? Was going to lift it anyway, just wanted to make sure before buying just a leveling kit or whole new springs. Thanks! I'll get pictures up of the new ride shortly.
