what is the best way to get the most turbo wistle off of a stock turbo i already have a wicked wheel and an ats housing

Straight pipe your exhaust no muffler and no cat are the best for sound. If you have a 2000 you might not have a cat on it, but if you do then get rid of it. You want to get a 4 inch turbo back no muffler and no cat exhaust. That will give you the extra breathing you need for more power upgrades, and give you great sound

Why might I ask? You are already going backwards with the ATS/old style wheel and just to get whistle?

That whistle don't mean $hit other than maybe cool for you.

Also it is not the OBS wheel, it is the early 99 wheel, and it only dynos maybe 1-2 hp lower

The wicked wheel is NOT as efficient and the factory wheel with the ATS... Been there done that..... You can also still get the ATS to surge, been there done that but it IS the best fix for the factory POS turbo.

If you want more whistle put a BB Garrett on there.......

You can get the WW to surge but you're not gonna get the ATS housing to surge.
