well any person that cares that knows anything is gonna look the turbo over and ask question unless they have a power elbow wait oh you do.(haha you got some banks stickers too?>)

The e and f pedestals are the same. If the turbo looks to be in good shape, put it on! You can leave your pedestal if you want, but I would pull it just to replace the orings since you have it that far apart.

So on the topic of the E turbo, what benefit does it have over the 2000-03 SD turbo. Is it the lack of wastegate? What does it do?

not for sure but i think it might be a little bit bigger and there is no surge.

It doesn't have a wastegate, giving it more boost for 1. I imagine it doesn't have surge like groomzy said because I've haven't heard of surging in E-series, only late '99-up SuperDutys...but I could be wrong.

The van turbo has a 1.15 A/R non wastegated exhaust housing, vs the .84 wastegated housing that the f series have.
