A psd has to have a HPOP to run, a 99.5 comes factory with a 17* pump on it. To upgrade to dual pumps it costs around $2000 or more and should only be nesasary if big injectors are using more oil than the stock pump can provide. Here is a post about HPOPs 17* hpop question

In a nutshell the hpop is a gear driven high pressure oil pump that takes engine oil and boosts the pressure to 3500 psi give or take some to fire the injectors hydraulically or the mechanical part of the equation as you have the electrical part as well.
