low power question about hpop

i have very low power under a heavy load. fuel pressure good 57-60lbs. boost good 23-25psi. (waste gate unplugged) hooked a scanner has a p1211 code in it. check pressures while driving when under a load pressure falls to 1750 psi duty cycle at 90%. no issure starting hot or cold fires right up. normal driving no load youl never notice a problem. its got a brand new icp sensor and a new ipr valve. towed 17k lbs down to florida low power started about half way back. possible hpop? what pressures and duty cycle should i be seeing under a load?
