new 38R turbo

Where is the best place and price to get a new 38R turbo, non EBPV and a good set of tunes??( thinking bean) I don't have a lot of $$ since disability does not pay a lot but I would really like to get at least these 2 things done while I have my old turbo out. I do have a surge problem under heavy load, hens the 38R need. I am making my own 4" turbo back dual exhaust out each side in front of the rear wheels.

I have been doing much more reading on turbos and now I am thinking s366 setup 160/100 injectors and custom tunes. I got this truck new and on 86,xxx miles on it. it is not a DD right now, I just think it is time to put more power in it and have some fun.
Any thoughts on this set up? anything I am missing?

modded H2e compared to the s366?? If I am reading right the s366 is a better set up?
