Who can program a Diablo chip?

I have a switch chip from Diablo that was used about 4 years back in my 2003 7.3. I removed it for a tuner. But now it's needed again in a 1999 7.3 that I just bought and I can't find anyone to reprogram it. I called Diablo three times today and they would refer me to dealers. 2 of the dealers phone numbers weren't any good and the other 2 neglected to call me back after I left a message. So, now it's up to you guys. I hate to throw it away.
