hutch harpooned?

can someone either explain, or rather direct me to where someone had done a write up on this? what are the benefits etc?

Harpoon cuts the vent tubes in the tank so that you can fill the tank up faster without the pump clicking off. The hutch deletes the mixing chamber so that you no linger suck in air. Dieselorings.com has a write up but I am on my phone otherwise I'd post a link.
