late 99 just installed a ts performance 6 pos chip

hey guys my friend just installed a 6 pos ts performance chip on his late 99, he brought it to me tonight because on the 75 horse- 140 horse settings it shows signs of turbo surge under hard acceleration when it shifts... does he need to install a wicked wheel? or what else can we do to fix this issue or is it something he will have to live with? thanks guys

He could get a wicked wheel, or an ats ported compressor housing or ungrade to a 38r
