Might need injectors? What should I do?

I dropped my truck off at my diesel guy for problems with cold starts. I have new stancor relay and he checked the glow plugs and they are fine. Did a buzz test and he said two of them did not sound to good. Once the truck warms up it runs good.

Now when its below 20deg it takes about 5-8 times to get it started it fires and dies right away and it romps really bad for the first 10-20 seconds then starts to idle normally. It only does it after it sits for 3-4 days. It only gets a puff of white smoke when it starts cold. Running power service white bottle too.

If it comes back that I need injectors what should I do. Stage ones reman are a grand then stage two's for $1500. Hybrid's are $2000. I tow my camper with this truck only about 6000-8000lbs and might go to a fifth wheel in the future which could top 11,000lbs. Right now the truck has 130,000mi on it stock trans "4 exaust diy air cleaner gages php tuner.

I dont want this to become a money pit and not putting a turbo anytime soon. But if I do injectors what could the outcome be? Put a set of hybrids in and tune them down till I can get a turbo. Then after that I will most likely need BTS. Or should I get a set of stage II's and run the stock turbo get a valve body and hope for the best with the trans.

What kind of power will my truck make with

stage I's
stage II's
Hybrids

Thanks

Oh the truck is a 2000 F-250 4x4
