I have a HPOP laying around from my old 95 that I want to rebuild. I am going to school for diesel tech so I have the ability to rebuild the pump myself. I'm reading info on people that can bump these to 19* pumps. Does anyone know where I can get performance rebuild kits? or anyone know someone I can talk to?

You cant do this yourself... No one makes a "kit" or anything like that. Beans is selling a new pump that has 19* parts in it, all parts are made to order.

^Yes, probably. Diesel shops replace the guts with their own creations.

They can be rebuilt, but you can not buy parts to make your own 19* pump...

I am not completely sure you can throw 17* parts in a 15* pump without changing some things.
