In the market for new injectors

I have a buddy with an early 99 f350 (15*hpop) looking for new injector and hpop combination. hes on a 3500 dollar budget and wants to get the best bang for his buck. what is the best combination for his truck?

He should look into a adrenline hpop

Does he want to keep Split Shots or go to Single Shots?
How much HP is he looking for?

Will he be upgrading the turbo? Upgrading fuel system?

$3500 is more than enough to buy big injectors and oil, need to know more what all he wants to do...
