tell him to get a custom tuned chip instead of the canned tunes on his TS chip, he can send his chip off to Tony wildman and he does great reburns....he's going to notice a big difference, maybe injectors, and a 38R turbo too

heres the link to Tony's website
http://www.totaldieselperformance.com/default.asp

email/phone number
Customer service number 817-932-5078

Email sales@totaldieselperformance.com

since he already has the chip, he would just need to send it off to tony to get it re-burnt with tonies tunes

you are three years newer than him and have 100lbs of torque more. Yours SHOULD be faster.
A bigger turbo and injectors would of course be the best way to go. But if he doesnt have that much lying around, the TW chip would help a lot, a bigger exhaust (or at least a cat/muff delete), a tymar intake, and along with the TW chip get the trans tuned. That would most likely help a lot.

When you guys race how close does he compare to you? Because if you barely reel past him, after he does those things he would most likely start pulling past you.

Ouch. I guess there could be driver error etc factored in there. But if he does those upgrades I mentioned that will bring him closer to you anyhow. I dont know much about timeslips w/ competing diesels since I dont competitively race them. I'd be interested in hearing more input though from more experienced guys.

What mods do you have? A tuner and what else? How much hp/tq is your tuner worth?

hybrid injectors, 38r turbo, forged rods, 4inch exaust, afe stage II intake, tw or dp tuner chip. that should have him beating you if you get around the 400 hp mark which these upgrades would do on an 02 with pmr's(powdered metal rods) u need to get forged or performance connecting rods.
