Shackle Bolt

I was trying to install lowering shackles on my buddies 2wd dually and I'm almost sure they sent the wrong shackles so I started putting back together but I can't get the bottom bolt through the backside. Beat it with a hammer and it just turns with an impact and nothing. Seems the shackle might of shifted and have it bound. Don't wanna torch it but if it comes down to it....

Actually all I needed to do was throw the directions away and do it my way lol. shouldn't had ever tryed it that way in the 1st place because the was telling me to remmois the shicks and all kinda other spelling mistakes and not spacing.
