High Idle

When exactly does the computer decide it needs high idle.

Because 2 days ago it was high idling at 1,000 RPM when I was warming her up, but it hasn't idled that high since, and I knew it was high idle because if I hit the pedal a bit it would idle back down.

Just wondering what measurements it takes. (It did have snow on it 2 days ago, so it was colder then normal)

was that with the ebrake on? cus my 01 6speed when the park break is on after 1min it will go up to 1000 every time. but if it is cold it will be 1200
