I have almost the same sig. ts w tonys tunes. x wheel. the only diff is that I have a 6.0 intercooler which shouldnt impact the boost because its a closed loop. I would hit 22 max until I took off the red vacuum line to the wastegate actuator. try taking it off and plugging the line with one of the IC clamp studs. Now I hit 25 to 27. truck runs out harder not too.

I run the edge evo and see 26-27 psi boost with the wastegate hooked up, and with it unplugged thereis no difference on my truck.

i have an edge evo too, not thrilled with it, however, i do see good boost 27-28 sometimes a little more, problem is, i have no boost fooler, throws codes always. stock intake and 4inch bully dog exhaust. i do have 10K mod and zoodad mod. but 22 is just a little over stock. i would expect more with that wicked wheel and all.
