Totsl noob question.

The turbo on my 99 7.3 psd is a Garrett.....is this stock? Is it good and will it be worth rebuilding if I find out that it got ruined by "dusting"?

Also what's the difference between an early 99 and a late 99.?

Yes Garrett is stock. They are useally pretty cheap to rebuild, but you dust the engine not the turbo. Search Early 99 and late, there is a whole thread dedicated to its differences.
