should i buy this 99 7.3?

Hello all, I'm new to the site, but I'm hoping to get someone's feedback.

I am considering purchasing this guys 99 F350 7.3 Ps diesel 4 door lariat edition with a full 8' bed. First of all, he wants 11k or best for it. There are a few factors that I am looking at when considering buying this truck.

Pros:
insanely clean leather interior.
Clean exterior (very minor surface rust)
Tranny replaced last month and comes with a 2 year unlimited mile warranty (has paperwork)
Aftermarket stereo
4" lift that was on the vehicle from previous owner (atleast 5+ years old) I have driven it and it drives smooth.
Aftermarket headlights, taillights, and mirrors
has all the necessary gauges it should have

Cons:
304k on motor
Dipstick tube is leaking
Is a little harder to start because positive wire going to battery is loose (at least that's what I hope the hard start is from)
I think the rotors are warped a little

I might be missing a thing or two but those are the things I'm looking at when purchasing a vehicle. Next time I have the truck over to my house I am having my neighbor (a mechanic) hook up a computer to it and see if it runs any codes.

Update: the guy has tightened the bolts or replaced them on the battery terminal and the truck starts right up now. I've also gotten him down to 9,750 but I am still concerned about the mileage of the truck and how soon I would have to replace something. What should I do?

Your offer of $9750 isn't far off. Depends on rust that isn't visible from the pics.
