1999 hard start

Recently getting harder to start. About 190,000 miles.
Changed batteries, topped off oil. About a year since new glow plugs and relay.
When I crank it, it feels like the batteries are old. Slow cranking in the morning. not really cold here in California, about 60 F.
Voltage @ the battery is 12.65 . Checking voltage while running started at 13.15 and went up to 14.15. That seems a bit odd that it went up?!?
I just started it and checked at idle.
Any help appreciated.
