turbo question

I have an early 99 powerstroke 6 speed dually truck with an edge evo chip. on the highest setting im only seeing around 19psi. For mods I have opened up exhaust and cold air intake. Im thinking I must have a boost leak? 19psi seems low. what do you guys think?

That's about right. Stock is only around 16 psi.

the pipe that comes up from my manifold to my turbo I noticed has some black soot where it connects to the up pipe. would this cause me to loose boost?

If you have an exhaust leak before the turbo that could present a problem. It wouldn't be a boost leak but it would keep the turbo from spooling.
