7.3 Turbo questions

Ok so im a Cummins guy and know not too much about these PSD's My buddy just bought a 2003 7.3. he has a cold air intake, has the edge attitude stacked with the edge evolution. now he can only get maybe 25-30 psi really pushing it......and when he goes wot it sounds like the turbo is barkin, its more like a constant shutter like when your at wot and you completely let off the throttle, but not quite as loud.... he does have an automatic, im just wondering if the turbo may be junk or if thats all the boost you can push out of them. what is a good upgrade for the stock garette turbo?

A good upgrade is the GTP38R it is a drop in for the stock turbo (garrett)
