High pressure oil pump, and the oil level you check is in the resevoir. If it's not filled as it's supposed to, it will make the truck hard to start. It can be bled off by the IPR if it's malfunctioning.

the high pressure oil pump is fed by the low pressure oil pump to increase oil pressure inside the injector rails , the icp sensor monitors this pressure and sends that back to the pcm as an input , the pcm then adjusts the duty cycle of the ipr to control how high the pressure is produced by the hpop , without high pressure oil or the correct pressure , engine will not run or not run correctly
