mostly to cut down on the cackle noise. You can run a regular injector there if you want

Its was Fords Band-aid fix for a piss poor fuel system design...

#8 is at the end of a dead head fuel system, any air in the system gets trapped there, and is forced out #8 at some point. #6 and #8 fire right in line, #6 first then #8... #8 gets starved for fuel so some people in the early 99's complained of knock... Ford came up with the AE injector which has a long lead first shot...

If you do a regulated return or the fuel cross-over which eliminates the dead end in the heads and bleeds any trapped air, then is running a stock #8 on a 2000 model a problem?

To clarify... you can run a regular injector in the #8 hole anytime.

There were a few Ford Tech Service Bulletins about cackle-fix of #8 injector. Ford TSB 03-21-39 combined a couple of the previous TSB's and talks about trouble-shooting the #8 if you are suspicious. It says to check for proper fuel pressure, then check #8 cylinder compression, all before considering replacing the #8 with a special injector.
But like previously mentioned it sounds like it's more of a preference if you want to get ride of the cackle noise, and not a performance issue.
Someone correct me if I'm saying bad stuff here.
