My early bird 99 cali model had a cat, but it had been previously scared off by the previous owner. It does, however, have a sticker on the hood that says something about catalyst as well as the pass. side valve cover sticker saying CA emissions catalyst what-not. Does anyone know if you can buy the valve cover sticker from Ford or IH? I want to make that crap go away, now that I have an aftermarket exhaust and 01 federal emissions PCM I figure it's invalid anyways

Hey thanks for all you guy's checking it out for me.
It looks like so far that it is true, if there was a cat it would say so under the hood, if no CAT, then nothing..... Hey Howard, have you fed that cat since 99'.....I would check on it, it's prolly dead.
