99 7.3

my buddy just bought a 99 7.3 f350 2x4 dually with a service bed on it.
crew cab, 6 spd.
i drove it today and to take off in 1 (not low) you had to put the pedal to the floor just to have a hafe way normal take off.

it just feels like it has no power (compared to mine-and mine is a 95 and basicly stock)
the service bed is empty
mine is a 5 spd.

is it just that year model
or what?
