Also if I have access to a 7.3 van turbo will this fix the surge, or what are the benefits to a van turbo?

Van turbo will help with surge due to the larger 1.15 housing. Be warned, that 1.15 can be a bit slow to spool at some elevations. A Van turbo and a WW should be a good combo.
