Heat on a delay???????

Ok so I start my truck and let it warm up. Go out and no blower for heat then 10 minutes down the road it starts blowing. This has happened twice in the last month, not sure what is going on. I can select defrost or vents no problem, so not vaccum pump. Loose wire, fuse going bad?
