I have $13k into my truck and I could be well over 500hp if I had ordered my injectors with larger nozzles but I didn't because I wanted to be able to tow. As it is I made 488hp last Saturday and ran a 13.63 in the 1/4 with a long bed crew cab on 35's. Add another $5K to build the block with billet rods and a girdle. and I could be well into the 600hp range. So for $20K, I have no doubt you can get into the 600+ range on fuel only and maybe 750hp+ da' juice. However twin turbos run around $5K along. If you want the elusive 1000hp, you better get some more money.
I am not doubting you but... 4k for a tranny, $3500 for a motor (he has PMR's), $2400 for B codes, $2400 for terms, 3k for a big single or 4k for twins.

Thats about 15k right there, and that would get you right at about 500... Now add billets if you want more then 500 and bottom end work... $2500 for billets, $2k for bottom end work (min)... now your very close to the 20k mark and still at about 500- but now you can spray or go with bigger injectors, so spray will run you about $1200 (for a good progressive kit, tanks, warmer, ect...). now you could spray to about 650-700... but your over your 20k mark... Not to mention all the little crap you will break along the way...

So lets see...

450 girdle
500 for motor
1000 for pistons
750 for headstuds
2000 for rods
2400 for injectors
3000 for turbo
4000 for tranny
600 for water/meth
400 for a chip(how many of us have several of these...?? LOL)
300 for guages
300 for intake
300 for exhaust
100 for valvesprings
2400 for big oil
1000 for a full fuel system
1100 if you want a bigger intercooler..

$$$20,600

I know you can find deals on all this stuff but you might save several grand... This is also with doing all the work yourself... I am sure this would be around 500-600 range... Then as CSIPSD said... who the hell knows what your are going to break while doing this...

LOL ya ok 20k wont touch 600hp if you build an engine that will last. Ive got damn near 20k in my longblock and turbos, not counting any other parts!

If you want that much power then just do a CR swap and tell your buddies your truck is stock... or go buy a 6.0, blow their doors off, blow a head gasket or too, and spend less money

500 can be done with under 20k pretty easily especially if you have forged rods. Some have done this w/o any major tranny work and just a converter, pump mods and valve body...

hybrids- 2000
h2e 2400
studs- 700
fuel system-1000
trans mods 2000-4000
tuning 500
intake- 50
exhaust-300-400

with forged rods you'll be able to reach 500 for 10k range imo.
