99 f-350 parking brake repair

I just got my 99 f-350 and the e-brake barely works. I have a manual so sometimes I need the brake to let my truck warm up. I noticed that there was a few recalls on this through ford. Is this something I can take to any ford dealer and give them the recall number and they will fix it for free?
If not, are there any quick fixes. I didn't see any points where I could just increase the cable tension.

My 01 actually stuck on me one day. I'm not real sure on the recalls. If there are any, your ford dealer should be able to tell you of them. Mine for some reason just started to smoke really bad. I took it all a part and sprayed it with JB 80. Seems to be ok now. If you do replace it on your own, check with your local parts store before you tear down the brake,cause none of the parts stores in my area had one. THey had to order it in. That really sucks when your down to the brake with no new parts.

My 2000 is in the same boat. We tried adjusting it, which stiffened the pedal, but didn't help the problem. Talked to my mechanic, he said it needs a new set of shoes, about $30 for the shoes, plus labor.

Not sure about recalls either. Maybe I'll check that out myself.
