VECI decal - Non-Catalyst

CA resident here, I've got an early '99 F-350 Power Stroke 7.3L. As soon as I got the thing I put an aftermarket 4" exhaust on it and put the catalytic converter in the overhead of the garage. Well now 2 houses and years latter. my Wife has talked me into letting the converter go. Now CA requires to have the thing smogged and I don't have a converter on it.

My question is about the VECI decal under the hood. It clearly states Non-Catalyst. Does anyone know if that means I can pass a smog test? Here is a pic of the decal I took.

Any help would sure be appreciated!

That makes me happy, when I bought my truck it already had 4 inch exhaust and no cat so I wasn't sure if it came with one or not. Right now I don't have to worry about testing but it will happen eventually and was worried about it. My truck has the same sticker non-catalyst, so right on
