ELECTRICAL HELP NEEDED BAD

I have a short and need some help. I am blowing a fuse in my 2003 7.3 it is a 20 amp fuse that is labeled for trailer running lamps and back up lights. I thought I had a bad socket for the reverse lights or a grounded wire. (NO) I thought my trailer plugs were grounded out. (NO) So my running lights work fine everything is ok I blow this fuse when I shift down into drive and then back through Reverse into park. It is happening when I am going though reverse. I put a new neutral safety switch in because if I unplug it the problem is gone. Plug it in bam I wipe out the fuse. This only happens when I am shifting back through reverse into park I also traced all the wires down to the neutral safety switch they all ring out I am at a total loss.

It's just under the cover, the wire may turn right after it comes out of the shifter.
