Won't shift out of park and no 4wd

Hi everybody. I have a 2003 F250 7.3 and last night I couldn't get it to shift out of park with the truck running. I have to shut it off and turn the key half way between off and run then shift to neutral to start. After searching around I figured out that it was the solenoid in the steering column that is most likely the cause since my brake lights come on so that would indicate that it is not the brake light switch. Well anyways does anybody know if this solenoid being bad would cause my truck not to shift in to 4wd? The light in the dash won't even come on. Any help is appreciated, thanks.
