Question 7.3 turbo.....delay?

This is my first visit to this forum so please forgive me if this topic has been beat to death.

My question is about a delay before the turbo starts to work, not turbo lag...it doesn't even start to boost until the temperature gauge is off "cold".

I have a 2001 F250 with 7.3 and about 130,000 miles. Bought it with 80K. When the engine is cold there doesn't seem to be any turbo boost happening until I drive it for about 5 minutes, then things are fine. Today I took a 5 minute pit stop and pulled back out on the interstate. Even though it should have still been warm there was no boost. Finally after standing on the throttle and a little hill I managed to get up to 60. I noticed that I was puking black smoke. Then suddenly the turbo must have kicked in because it was able to shift into OD and take off normally.

Is there something programmed in so that the turbo won't boost until the engine gets up to temperature or is mine preparing to quit?

Sounds like your EBPV is closed and not allowing the turbo to spool up. It's the Electronic Back Pressure Valve which aids in warming the truck up in 40 or below weather. It's normal. All you can do is either deal with it or delete it, or pull the plug for it so that it stays open.
