2001 7.3 hard starting

i have a 2001 superduty with the 7.3. very hard starting at any temp runs very rough with no power or throttle respnse unti engine reaches operating temp then it runs perfect. after it sits and cools problem starts all over. this is on a 65 degree day. if i plug block heater in for an hou or so it starts perfectly. something to do with engine temp?? i changed gpr and glowplugs they seem to be working fine. did notice intake heater relay was not working. jumperd relay but made no diff. got a P0541 man intake air heat circ low code. any help please

I too had the same problems as you but my road went like this:
1. New GPR (stancor)
2. glow plugs verified 100%
3. Replaced both batteries (were different amp rating and different brands)
4. replaced starter
5. went with rotella T6 full synthetic
6. Replaced ICP and IPR.
Finally, my truck starts in 20F weather after sitting 12 hours in the dark. No problems. The high pressure oil circuit was my problem with the oil not being recieved by the injectors to fully power them. Fuel was probably just dribbling out the injectors until I finally replaced the sticking IPR.
