When i am in OD and pulling and hill with our 25ft gooseneck and skidsteer. The waste gate makes like a "flutter noise" kinda like what you have described. From what i was told it is just releasing pressure. It has reached max boost and dumps the excess. not sure if thats right but thats what i am told.

This definitely isn't a problem that is expected or right. Something is wrong, it just started doing it, and my old 7.3 TD never did this.

So yeah, the more input the better. Next time I pull the trailer I'll make sure I have my boost gauge hooked up and report back what I find out.

Could this be related to the EBPV (or whatever it's called)????

I reply, not in direct response to the tech question here, but rather to the content: Coming straight from experience and advice from the head tranny mechanic at our local ford dealer (who is also a close friend)..."NEVER EVER PULL IN OVERDRIVE with an automatic tranny!!!" The only thing worse that you could do is back your trailer up a hill or such loads. I promise you, this will eat your tranny quicker than you can see straight. I know that it means you can not go much over 65-70, but it is that or a $3K tranny.

On another note, gauges are so worth it when you are hauling and/or have any kind of mod.

Well, I have towed 50k, and I have a buddy that has towed over 100k, all in OD with no tranny issues whatsoever. We just stay very on top of tranny fluid changes, and honestly never had one tranny related problem.
