What's this in my fuel bowl?
Doing a fuel filter change and wondering what this wire thing is. It's a circular wire with a dime size metal soldered to each end and one in the middle. The end ones don't seem to be soldered to the plate while the middle one seems to be solidly connected to the plate. Is this the water in fuel sensing mechanism? Is it a fuel heater for cold climates? Thank you in advance for your insite.

Are all the "discs" supposed to be solidly attached/soldered to the plate?
