High idle ?s

I have a 2000 f250 zf6 and I was wondering if this is normal. My high idle kicks on normal when its cold but even after I drive it around a while and my temp guage reads in the middle, if I get out my high idle kicks on after about 2 mins of idling. Even if i sit at a red light long enough the high idle kicks on again. It gets really annoying honestly and I have people ask me all the time if its normal. I know it should kick on during initial start up but is it normal to kick on all the time? Also I made a 1.5 hr trip, stopped for food and it kicked into high idle, and the truck was plenty warm, also the ebpv stops closing when it gets warm enough but still annoying high idle?
