Transmission dip stick on a 99

I purchased a 1999 F350 super duty with the 7.3 and the auto tranny last summer. I knew early on that the transmission dip stick was not as tight as it should be, but i found out today that the previous owner had used a zip tie to secure it to the transmission . I'm assuming that the stick should be secured to the stud that's welded to the fire wall ? Also the reason i was under the truck was that i noticed fluid dripping from underneath. I checked the cooler lines and the connections also the tranny it self and the only thing i can find is that the tube is loose at the point where it connects with the tranny. I went to my local Ford dealer and the parts manager gave me a O ring part # 39130 - 8 This belongs on the end of the dip stick where it inters the fitting that's pressed into the tranny body. My question is if I secure the dip stick at the top and install the new O ring will this prevent the fluid from " blowing " out of the tube at the bottom or is this an indication of another problem . Also the fluid level was correct i checked it yesterday. Thanks:
