somethings up with my wastegate i think?

i warm my truck up in the morning 15-20 mins, for the first 10-15 mins i drive when at light thottle its like my waste gate or something closes the exhuast off, then let off thottle it opens back up, then over 1/4 thottle it never does it but cruising 45 in 6th it does it alot its just very annoying

you could manually open your ebpv and use some wire to hold it in place then you won't have to worry about it.

Exhaust Back Pressure Valve. Winter Operation, Hard Starting, Hissing Sound Etc...

You could unplug or delete it.

The waste gate doesn't have to do with cutting the exhaust off. It's function is to let exhaust around the turbo so as to prevent it from spinning too fast/creating too much boost. The other posts answered your actual issue but I wanted to throw some info out there.
