I have an 01 SRW with 3.73's empty i get 17-20 highway. havent really kept track when towing

I have a 2002 DRW Crew Cab with 4.10 gears, stock size tires, and no lift. I get about 15mpg on long trips and about 13.2 mpg around town. But I got a heavy foot. I have heard that the key is to try to keep the RPM's under 2000. But I have a really hard time doing that.

My 01 crew cab short bed, leveled with 315's gets 13-14 average on a tank mixed driving. My best on a trip was 18 mpg for 2 consecutive tanks all highway, not towing but had 300-400 lbs of stuff in the back. I dont know what gears I have.
