03 powerstroke transmission surging when overdrive lock up commanded

i have a 2003 f-350 4x4 with a 7.3 i have re built the transmission i had a done right torque converter put in and a trans go shift kit put in when re built the truck has an edge evoulution obd2 programmer the problem stays when programer is removed as well when i get up to about 45-55mph and the computer comands the trans to lock into overdrive the truck will "surge" 500 rpm up and down trying to lock up into overdrive and after trying 5 or 6 times it will stop unless you continue driving the same speed like on the highway or stop shut the truck off and re-start the truck and get back into the 45-55 mph range will it continue i have tested the throttle position sensor the map sensor i have replaced the solenoid pack in the belly pan of the trans and i have also added an aftermarket resistor to the harness that connects to the trans to boost pressure thinking i was loosing pressure somewhere the pressure before when crusing at 55 was 62psi and now after is at 92psi but the problem still continues can anyone help point me into the right direction so i can fix the problem

the truck does not throw a code no check engine light either so my thinking is leading me twards electrical problems not twards mechanical due to the inconsistancy of the problem

Was a neutral safety switch part of your troubleshooting? I had a similar problem with my `02. Also have edge obd2 programmer. The truck would shift out of in and out of over drive above 45 mph before finally staying out of over drive. Also my cruise control would not work. However this did not happen every time I drove, just occasionally. I replaced the switch because I had to put the truck in neutral to start it. I noticed the connector for the switch was dirtier than a politician. I cleaned it and replaced the switch. No problems since.
