2000 7.3 oil consumption/ fuel problem

I'm looking to buy a 2000 F350 with a couple problems.
The current owner has spent a wad trying to get this thing fixed at the dealer and it's nearly showroom clean. The truck uses 4 qts of oil per fill with no external leaks. The FPR has been replaced twice recently since it sticks (open or shut-donno) and the truck stalls when returning to idle until you smack it with something (ie. mallet, screwdriver) Truck drivability is fine, runs good without missing. I haven't seen truck myself to pull DTC codes, a very close friend that's a former diesel and car mech has looked it over. I am wondering if this thing just needs new o-rings on the outside of the injectors? Seems likely for the oil consumption, and the extra pressure in the fuel galleries might cause the FPR to stick open. Any Ideas, opinions, suggestions?
