DP flang size?

Is the flange on the DP to turbo the same size for a stock turbo and a 38R turbo? I am going to make a 4" down pipe for my truck and see that the turbo outlet is only 2 13/16" and 4 1/4" where the clamp fits. When I get the $$ I want to get a 38R so I was wondering if they are different sizes? Also I may be able to get the 1.0 EBPV delete and pedestal, is that also a different size?

the 38r would basically just connect to the exhaust outlet with the EBPV
