AirRaid Power Aid?

Has anyone added the AirRaid PowerAid throttle body spacer to their '99 7.3 Powerstroke?

If anyone has added this, did you notice any improvements in power or mileage?

I believe the general rule of thumb is that a throttle body spacer on a powerstroke is a waste of money. Maybe there is someone out there though that has had an increase and will let ya know.
