Intake Wire (Green) ???

Does anybody know what the single thicker green wire in/out of the side of the intake is for?

What you're calling a "wire" is actually a hard plastic hose. When the waste gate solenoid is in a certain position it needs to "vent" the pressure (coming from the red hose) somewhere. This green line is called the "dump hose" as it returns into the intake...

Is the dump hose supposed to be loose and able to move in/out? Or should it be sealed somehow

You can just slide it in & out, not all that critical, just so it doesn't fall-out I'm sure it's OK...
