Diagnostic help

Hey all.
I have mounting issues on my '99. I been losing power for a few years now, runs great when empty and easy driving. When towing it sounds and feels like its dumping boost some where. Used to couldn't slow this truck towing any load. Now its weak sauce on the big hills. Fuel milage also took a dump. This winter I been getting white smoke on start up. Only seems to do this when its cold at start up. Recently picked up a 0470 ebp code.
I was going to replace the ebp sensor if i get the code again. I was thinking maybe wiring harness symptoms, bad ebv(which wouldn't explain the white smoke), or tired injectors. Any ideas?

How many miles on the truck? Could be worn injectors and/or weak hpop.

It has about 150K on the clock but Im almost for sure it was turned back when I bought it. If the fuel system on these is anything like the caterpillar HEUI systems, when the hpop goes it takes the injectors with it
